within the NHS in Scotland. This survey provided a snapshot of the state of such

All over the world, the number of people with diabetes is increasing rapidly and recent research shows
that, in Scotland, and the rest of the United Kingdom, diabetes is much more common among Minority
Ethnic Groups than among the majority White population. Find out how common diabetes is; how it varies
according to ethnic origin; how diabetes services are provided; how the worldwide increase in diabetes
is probably related to people taking less physical activity and being more likely to be overweight.
In Scotland, people from Minority Ethnic Groups are at a higher risk of developing diabetes, are more
likely to develop diabetes at an earlier age and tend to develop complications more rapidly.

Diabetes is now being recognised as a public health problem of potentially enormous proportions.
This poses significant clinical and economic challenges for the NHS. According to UK studies,
the prevalence (the proportion of a population affected by a disease at any one time) of diabetes
is higher in some Minority Ethnic Groups.

NRCEMH aims to find ways to enable distinct cultures to meet and understand each other.
It is important to remember the influence cultural and religious factors have on health care
and we hope that the NRCEMH report on Diabetes in Minority Groups in Scotland will allow
practitioners to discover possible solutions to the problems, issues and concerns which
arise when working with users and carers with very different lifestyles.

Review of Race Equality Schemes and Fair for All Action plans. Briefing for NHS Scotland Emloyees.
The purpose of this briefing note is to inform staff, particularly front-line staff,
about the review and recommendations and to encourage mainstreaming of racial equality and
cultural competence. This briefing contains some background information about the review,
questions for you to consider, an overview of the findings, and all of the recommendations.

The report summarises a Roundtable meeting with Scottish and Irish Gypsy/Travellers
which took place in Edinburgh on 29 January 2003 and was organised by NRCEMH. The

- Joint Monitoring Framework

This Framework was developed in partnership between the Commission for Racial Equality and NRCEMH and published in 2004.
It lists a range of areas which a comprehensive Race Equality Scheme and Fair For All Action Plan might be expected to
cover. The Framework aimed to combine the demands of the Race Relations (Amendment ) Act 2000 and the 2002 Fair For All
guidance from the Scottish Executive Health Department and hence to cover both race equality and cultural competence.

- Partnership Working

This paper was developed following a planning day for the Joint Health Board Racial Equality Forum
(a consortium made up of Ayrshire and Arran, Argyll & Clyde, Lanarkshire and Greater Glasgow NHS Boards
in partnership with the West of Scotland Racial Equality Council) which was arranged to reassess its
three-year workplan and develop a more structured way forward.

It is now well recognised that cultural competency can be enhanced through appropriate training
programmes for staff. Many NHS Organisations in Scotland have now initiated training programmes.
However, there continues to be a lack of confidence in organisations on the content, training
methodologies and short/long term effectiveness of these training programmes. The content of the
training programmes vary greatly and there has been wide variation of response from participants
on the effectiveness of training programmes.

Listening to Communities: Involving People in Health

Health service providers are well aware of the need to ensure health services are responsive
to patient and community needs, with public involvement and patient focus now a key responsibility
of all NHS organisations in Scotland. But within this important shift in thinking, there is also
the need to recognise and celebrate the cultural diversity of our local communities, as seen in the
Scottish Executive's "Many Cultures, One Scotland" campaign.
