Main Functions
- Sending explicit and consistent messages about why race equality matters to NHS Scotland and is integral to improving service.
- Providing specialist guidance, support and advice to the NHS organisations at local, regional and national levels.
- Contributing to the development of race equality champions in NHS Boards.
- Developing tools that can assist NHS Boards in their work in race equality and cultural competence.
- Identifying and sharing good practice and encouraging "learning" for staff that will achieve change for patients and carers alike.
- Creating a framework of indicators of progress for performance management and facilitating its implementation by NHS Boards.
- Contribute to the (in partnership with ISD Scotland) analysis and interpretation of information about ethnicity of patients in the NHS and about their health needs and health differences.
- Auditing progress by NHS Boards in the development and implementation of Fair for All and Race Equality Scheme action plans; where appropriate supporting other assessment bodies such as Quality Improvement Scotland (QIS) and Scottish Health Council (SHC).
- Addressing multiple identity issues by working on specific common areas of interest with other diversity strand teams (i.e. for Disability, Lesbian, Gay, Bisexual and Transgender (LGBT) issues, age, gender, religion).
- Ensuring that NHS Boards respond to population changes and increasing diversity within and between communities - taking account of the inward migration policy of the Scottish Executive.
The activities are delivered through seven focus areas of work within the Centre (described in more detail within our Business Plan). Through these functions, the Centre adds value to the SEHD equality & diversity programme by supporting Boards in a variety of ways to deliver on their obligations around race equality and cultural competence.
